Electronic voting is not mandatory in Florida yet, that's why board members have to pass a resolution to implement electronic voting in their Association.

Once the resolution is passed, owners have to opt-in to participate in electronic voting. Since it's not mandatory some owners might abstain from opting in but the trend keeps moving towards 100% adoption.
